This is primarily because of two reasons: first, the drug belongs to class of amphetamine and phenethylamine which are central nervous system stimulants; second, the drug was originally intended to help those who suffer from obesity-related health concerns such as diabetes. Phentermine is very potent, as it works by directly stimulating the brain (the hypothalamus in particular) to release a neurotransmitter called Norepinephrine.
